The bill proposes that a woman who wishes to undergo abortion must consult with a medical professional during the waiting period in order to think carefully of her decisions. This is in clear defiance to the WHO-set guidelines, which says that any woman who decides to undergo abortion should be given the procedure without any delay or "mandatory waiting period."
